He's having a decent season. There's no guarantee Sancho would perform (for £100m) in the Premier League, Boga is performing well but in a disappointingly poor quality Italian league and Zaha is inconsistent in the league already. I've previously said it's time for him to move on, maybe I was wrong.

There wouldn't be much experience in the wing and forward positions after Giroud and Pedro leave. If for no other reason than that, keeping him makes some sense.
