I just think it's fun that someone speaks my language, even if it's only a little. I don't suppose many on here do speak Dutch so I think that's cool.

Yeah I can only speak for Belgium and it's kinda true. Almost everyone gets taught English at school from the age of 13 onwards. Also in Flanders American (and in a lesser way) British television is a big influence, and there are almost no voice overs either so everyone gets exposed to English that way.
IMO it's necessary because when you travel etc nobody understands Dutch so if you want to communicate English is a pretty safe bet.
My French is decent. I understand it pretty well when people speak it but speaking it myself I'm not the most fluent. But I'm still young so lots of time to improve it :)
