This is a general football question that Ed002 would prob be best placed to answer, but I realise that I am asking on the Chelsea page so he may choose not to.

Anyway, where does the burden of proof lay when FIFA investigate teams for offences such as 'tapping up' a player?

I'm not saying they have or not but just for an example - if Chelsea reported Bayern Munich for tapping up Hudson-Odoi would the burden be on Chelsea to prove guilt or on Bayern Munich to prove innocence?
