Because a player as a buy out clause in his contract, it doesn't meen, that's what you will pay for him. Football (in this day & age) is about business & this fee is a point for negotiating.
Some say this is why shrek as re-signed for manure, so they can get more money for him at a later date.
I think Chelsea will go after Lukaku in the summer, but that will be the one & only signing, unless these smaller foreign clubs want to be more realistic about transfer fees.

Ed who do you think will join Chelsea from these players: Paulo Henrique Lima, Neymar, Kaka, Alan Dzagoev, Romelu Lukaku, Gregory van der Wiel and Eden Harzard. {ed's note - it really depends, you have a couple of players with expiring contracts to sort out before the club can make its plans for players to sign. After all you don't want to end up in a similar situation to Liverpool and have a clear shortage of strikers while your manager is signing central midfielders do you? Not that I am saying you have a shortage of strikers, it was just an example.}
